Emergency transfers are a main way to ensure safety in housing for survivors of domestic violence, sexual violence, dating violence and stalking. In this webinar, the National Alliance for Safe Housing (NASH) provides an overview of emergency transfer requirements under the Violence Against Women Act (VAWA) and highlights promising practices, strategies and considerations for Continuums of Care (CoC) during the COVID-19 pandemic. The session then spotlights t the Los Angeles Homeless Services Agency’s (LAHSA) Interim VAWA Emergency Transfer Policy, specifically developed to ensure operability of expedited emergency transfers for survivors in a broad range of program types (emergency shelter, Bridge Housing, Permanent Supportive Housing, Rapid-Rehousing, hotel/motels and others). Finally, the Shriver Center on Poverty Law examines common themes that have emerged as additional barriers to emergency transfers in public housing, Housing Choice Voucher, and other federally subsidized housing programs during the COVID pandemic, providing advocates with strategies to navigate barriers, while centralizing survivor safety.
