This report details the project expansion of the 2022 process evaluation of the flexible funding pilot project conducted by the National Resource Center on Domestic Violence (NRCDV) in partnership with the LGBT Center of Central PA (Ayeni & Hampton, 2023).
Specifically, this report describes the findings from a research project that documented:
- The types and quantities of BIPOC LGBTQ survivors’ needs addressed through the flexible
funding program; - The immediate impact of receiving flexible funding on the housing status, safety, and
overall well-being of BIPOC LGBTQ survivors; and - The experiences of BIPOC LGBTQ survivors receiving support services from a community-based
organization that specifically serves LGBTQ individuals.
Between August and November 2023, the LGBT Center of Central PA administered flexible funds to survivors through this extended pilot project while NRCDV gathered quantitative and qualitative information about the survivors who received funding. Quantitative data was collected through a flexible funding disbursement tracker – an excel spreadsheet completed by advocates at the Agency to systematically document the funding disbursement process. Qualitative data was collected through a focus group discussion with 10 BIPOC LGBTQ survivors who received flexible funds as part of the expanded pilot project.
