This article looks at housing prioritization against the backdrop of the ongoing systematic divestment in public infrastructure and maintenance of structural oppression that have created conditions that continuously result in housing shortages. The authors explain how prioritization scoring has a specific set of power-laden assumptions that are often incompatible with housing prioritization practices for domestic violence survivors, specifically survivors of color with histories of multiple and compounding marginalization. To mitigate the harm caused by prioritization, the authors recommend implementing strategies that center the voices of survivors throughout the process, that seek to respond to the expressed needs of survivors, and that formalize their meaningful contribution to the prioritization process.
